Constitutional and legal nature of powers of public authorities on the federal territory "Sirius"

Introduction: the reform carried out in 2020 has established a new legal institution at the constitutional level - the federal territory (hereinafter - FT). Only the federal legislator has the only legitimate legal possibility to create and organise public authority on territorial units of this type. The article studies the legal basis for the organisation of public authority in the FT ‘Sirius’.
