Constitutional and legal basis of administrative process in Russia

The article provides an assessment of different approaches to understanding the administrative process established in the domestic science of administrative law. The author proves the correctness of a broad-based approach, gives the arguments on the inadmissibility of the narrow and juridical understanding of administrative process. In this article the issue of correlations between the concepts of "administrative process" and "administrative proceedings" is also analyzed.
