Constitutional right to social security: new requirements in the content of legal guarantees

Introduction: the article examines certain types of legal guarantees of the constitutional right to social security. Materials and Methods: the framework of the study were Russian and international legislations. The empirical basis was published analytical survey, court practice, as well as law enforcement activities of international human rights monitoring bodies. Three groups of methods were used in the preparation of this study: general, general scientific and specially legal. Results: the author relying on the results of law enforcement activities of public authorities, international human rights monitoring bodies, formulates new requirements for ensuring the constitutional right to social security, which is legal guarantees in its semantic content. Discussion and Conclusions: the conclusions supplement and expand the corresponding section of the constitution right and can be used for the development of further issues of effectiveness of legal safeguards of the constitutional personal rights including the right to social security. Some conclusions and study provisions can be used in lawmaking, as well as in improving Russian legislation regulating the constitutional personal rights including the right to social security, as well as in enforcement activities public authorities, civil society and the individual.
