The article reveals the constitutional authority of the Russian Parliament’s upper house. The author focuses on the representative and control authorities of the Federal Council of the Federal Assembly, contained in the article 102 of the constitution. The author arrives at the conclusion that the increasing of the Federal Council’s constitutional and legal powers is necessary.
