This article discusses one of the elements of a special legal status of citizens affected by radiation. It is suggested to include three elements into the specified status, one of which is the constitutional rights and freedoms that are directly connected with favorable environment. It is marked that the Article 42 of the Constitution of the Russian Federation consists of three separate provisions. Citizen’s right for favorable environment is directly connected with favorable habitation. The right mentioned is complemented by some individual rights such as the right for life and health, personal dignity, and the right of a citizen to work. The same element of the special legal status of a citizen is supplemented with the constitutional right of citizens to reliable information about the condition of the environment.
