Designing a promising system for providing the digital economy with human resources

Within the framework of the study of the transformation of the domestic economy and the social sphere, carried out in the conditions of full digitalization of the budget process, which is designed to increase the level of efficiency of public administration, the relevant topic is the provision of all management systems in the digital environment with human resources with modern competencies and skills. According to the authors, the system of national goals formulated in the official document, defined by the presidential decree of July 21, 2020, in which digital transformation is recognized as a priority direction of state policy, can be achieved only if there is the necessary quantity and quality of labor resources with innovative thinking. Based on the results of the conducted research, relying on domestic and foreign positive experience, the authors have developed recommendations related to the establishment of requirements for persons involved, during the passage of public service, in the implementation of specific projects, programs and plans. First of all, it is noted that they have the ability and will to create a balanced, holistic strategic planning system, which is based on a structure that automatically uses algorithms that adequately respond to changes in the socio-economic situation.
