Contextual approach in advanced training for the safety culture formation personnel of nuclear power engineering

The research problem and the rationale for its relevance. The article analyzes possible applying of a contextual approach to the advanced employees’ training in the nuclear industry to develop safety culture. The relevance of the subject is determined by the changes taking place in the nonlinear as well as largely chaotic world of the present day, affecting the state of human existential and mental security. The goal of research is to analyze the application of a contextual approach to the advanced training for the nuclear power engineering. Based on the review of research studies, the significance of a contextual approach to skills training developing safety employees’ culture in the nuclear industry as a key component of the common culture is revealed. Methodology (materials and methods). The analysis of a contextual approach to advanced training to develop the personnel safety culture in the nuclear power engineering draws on the authors' original survey among employees of Siberian Chemical Combine within the need for interaction between social partners (employers and the educational department). Based on the systematization and generalization of the results of scientific works on the topic of research, the concept of “contextual approach” in relation to the sphere of additional professional education is specified. The main results of the research are determined by the allocation and generalization of the interrelated directions of using the contextual approach in advanced training for the formation of safety culture of personnel in the designated area: personnel management, nonconformity management, documentation management, procurement management, training and production correlation, reliability assurance, audit. The scientific novelty includes the specification of the principles that develop the basis of safety culture applying the contextual approach (priority, requirements conformity, consistency and complexity, synergy of the system, safety support at the enterprise, emergency work availability, permanent renewal), which should be taken into account in the advanced personnel training for the nuclear power engineering. Practical significance implies the possible implementation of advanced training programs considering the contextual approach to develop safety culture in order to achieve the required level of both nuclear and radiation safety, reliability and efficiency in operating nuclear fuel cycle enterprises.
