Agriculture is the most important element of the economy of many countries in terms of the formation of the national product and ensuring food sustainability. The high dependence of the industry on external and internal factors requires a balanced agricultural policy, especially in times of crisis. The USA is a clear historical example of successfully overcoming the problems that arise in agriculture. The development of an optimal mechanism of state regulation and its effective use made it possible even in difficult periods of history to successfully solve the problems of the industry, ensure food independence, and strengthen the status of a major exporter of agricultural products. The persistence and intensification of this trend has ensured by now the production of a significant portion of U.S. agricultural products through government funding. This confirms the theory of continuity, which opposes the theories of discontinuity, intermittency and catastrophic social change in historical science.
