Control over the circulation of new, potentially dangerous psychoactive substances in the context of combating illicit drug trafficking

The article analyzes one of the major criminological trends in the field of illicit trafficking of synthetic drugs, which is defined: on the one hand, by the complication of identifying, detecting, investigating and preventing acts aimed at trafficking of new, potentially dangerous psychoactive substances; and on the other hand, by the increase in the number of drug users, frequent cases of fatal intoxication and deficiencies of the national system of monitoring of new narcotic drugs and drug addiction. The main peculiarities and problems arising in the process of monitoring of new types of drugs and in the process of combating illicit drug trafficking are described in the article. The authors consider and analyze possible changes and additions to the national legislation and formulate alternative proposals.
