Controlling activities scientific and pedagogical workers in the field of social and humanitarian sciences in the Russian Federation: pro et contra

Analyzing the strengths and weaknesses of modern controlling of research practices of scientific and pedagogical workers of the higher education system, whose activities relate to the sphere of social and humanitarian knowledge, the author of the article comes to the conclusion that it is necessary to link the system of accounting for scientometry with such a phenomenon as “national scientific school”. The author points out the serious problems that arise as a result of the formal use of controlling tools, and suggests revising the existing rules and regulations so that it is possible to build a system of adequate representations of Russian leading scientific schools in the field of social and humanitarian knowledge and their leaders who produce advanced ideas and methodological approaches that progressively develop domestic science. In other words, take into account the importance of not only research practices aimed “outside”, at the development of world science, but also aimed “inside”, that is, at improving the national scientific system. It must be remembered that social and humanitarian knowledge directly forms the basis of the spiritual and moral potential of the development of the Russian state.
