After the liquidation in February 1934 at the 17th Congress of the Central Control Commission(B) - Labor and Peasant Inspection (CCC-RKI), as a single body of party-state control, the Party Control Commission under the Central Committee of the CPP (B) was organized at the same Congress. This body was independent within the scope of its competence, namely in the investigation of control cases of communists, which were found to be in various violations of the MAC Charter(b) and party ethics. The CCP was headed by Partocollegia. Its task was to consider the personal control cases of the Communists, and appeals against decisions of the District Committees, District Committees, Regional Committees, Autonomous Regions and Central Committees of the Union Republics. In turn, the CPC commissioners were appointed to the field and the affiliates were organized. Their direct task was to control the relations between and within party organizations. As well as the analysis of appeals of communists, which disagree with the decisions taken by the grass-roots party organizations, cells and organizations of the PCU(b) regional level. The review of appeals and the delivery of final decisions on them was a lengthy process that sometimes took several years. Despite its politicization, especially in the second half of the 1930s. This body has conducted its investigations thoroughly, rarely restoring those excluded from the party, thus giving hope to other Communists who have suffered injustice. Another thing is that many of those excluded from the party for any reason did not appeal to the CCP, considering it a hopeless case.
