The outlines of the cultural policy of the Russian Federation and the Kyrgyz Republic at the turn of the 20th - 21st centuries

The article examines the main areas of cooperation between Russia and Kyrgyzstan in the spheres of culture, education and science. According to the Principles of State Policy of the Russian Federation and the Strategy of Cultural Policy up to 2030, culture and cultural cooperation have been elevated to the rank of national priorities, which demonstrates the importance that Russia places on the development of cultural interaction both within the country and in building international relations. In compliance with the state programs for the development of the cultural sphere and a broad legislative framework in the sphere of culture, the Kyrgyz Republic also attaches great importance to the preservation, development and promotion of the culture of the Kyrgyz people as a basis for active cultural and humanitarian cooperation. The creation of the Kyrgyz-Russian Slavic University, the adoption of the Law on granting Russian language the status of an official language of Kyrgyzstan, and the opening of Russian Centers of Science and Culture in Bishkek and Osh have contributed to increasing the role of the Russian language in the Kyrgyz Republic, and to the active development of Russian-Kyrgyz relations. However, we see that there are some problematic issues in the development of cultural and humanitarian cooperation between two states, for example, the unrealized project of the Kyrgyz House of Science and Culture in Moscow.
