Corporate Lobbyism during Restrictive Measures by the State: Practical Experience and Institutional Prospects

The article analyzes the problems of corporate lobbying from the standpoint of a neo-institutional and communicative approach. It substantiates the thesis that the subject field of theoretical lobbying should be extended to the sphere of emergency and crisis situations, including their normative institutional design and communicative practices. The author proposes the measures to institutionalize relations between government and business in the event of a need to introduce restrictive measures by the state in connection with emergency challenges for society and the state, such as pandemic, terrorist attacks, civil conflicts. The author proves the necessity of a system of well-established horizontal and vertical institutional links between government bodies and corporations, allowing for quick communication between the government and society, and promptly making the necessary management decisions.
