Among the many problems existing in the modern world, corruption seems to be the most acute, which has become a national disaster for Russia. As a result of the growth of corruption kickbacks, the economy becomes less efficient and competitive, and the very nature of entrepreneurship is changing. Being, in the words of N. Berdyaev, “the foundation of Russian life”, corruption has today acquired unprecedented proportions, transforming the essence of the law enforcement system, corrupting society and undermining the country’s international authority. Unfortunately, the history of Russia is, among other things, the history of corruption. The identification of the causes of bribery in the distant past of the country makes it possible and necessary to determine its specifics, contributes to the development of measures to increase the effectiveness of anti-corruption policy. The state has always taken measures to combat this evil, but it cannot be said that the results of combating corruption are impressive. In active public discussions, dissertations, diverse materials of domestic and foreign researchers, various approaches to understanding corruption, its assessment and conditions for eradication are presented. It is impossible not to agree with the conclusion of many authors that corruption is determined by the specifics of the formation and activity of power structures. This is not a genetic problem, but a historical and legal one. The study of the genesis and characteristic manifestations of corruption in our country, the analysis and generalization of past experience is the basis for determining the most important directions of modern anti-corruption policy. An appeal to the historical context makes it possible to identify the causes, conditions, forms and methods of countering corruption in Russia — the Russian Federation. The methodological basis of the research is the principle of historicism, the use of comparative legal and logical methods.
