The article traces interrelations of corruption and the elite in Russia. The results of expert questioning on the investigated problem are provided from 100 state and municipal officers in Udmurt republic. Discovering the reasoning complex of the elite's deviations the author focuses the readers' attention on society's social expectations thus entrusting the law enforcement agencies with the priority in counteracting the corruption.
