The author differentiates concepts "audit" and "auditing" in the article. In the historical aspect he considers the development of legislation in the field of auditing, auditing procedures for financial control. It is emphasized that the Board of Audit is the beginning of the formation of indirect administrative relationships necessary to optimize public administration system of financial control.
