We consider the specificity of the leisure industry for elderly people living in Yakutsk or other small settlements of the Russian Federation and present an analysis of the potential of creative industries in the organization of leisure for the elderly people. The author's dispersed model of a creative cluster operating at the municipal level is described. The purpose of its creation is to improve the quality of life by means of creative self-realization of non-working pensioners; actualization of their life experience, cultural (symbolic) fund with possible subsequent transformation into an economic resource. We define the advantages of using participatory practices in the process of organizing leisure time (different age groups by interests) in a targetedly edited comfortable public space. A repertoire of effective recreational technologies has been developed to improve the psycho-emotional state of the elderly people in the process of organizing leisure. The proposed model of creative clusters will reduce the burden on the family, help level the tension in intergenerational conflicts, improve the quality of life of elderly people, as well as change the stereotypes of society regarding demographic status.
