The article is on an underinvestigated document of the history of Russia - The Kissing of True Cross Record of Tsar Vasily Shuisky of 1606. This is the first document in the history of the Russian autocracy, in which the Tsar swore allegiance to the people and proclaimed progressive legal principles. Nevertheless, the author comes to the conclusion that this record had no significance for the state and law, since the self-proclaimed Tsar Vasily Shuisky was not a legitimate ruler, and the Cruciform record later lost its relevance.
