The current problem of countering criminal manifestations in the housing and utilities sector determines the importance of studying the identity of the offender as a basis for planning a set of criminological response measures. At the same time, the high intellectual and professional level of the perpetrators of these crimes increases their public danger, complicates the practice of identifying and solving these crimes.
