The author analyzes the content of the economic concept underlying the decrees of the President of the Republic of Belarus № 8 and № 12 and normative acts explaining their content. Reveals the essence of the basic concepts of local economics - cryptocurrency, tokens in ICO, tokenized assets. Investigates the practice of the cryptocurrency exchange Currency.com. It is believed that the decrees were adopted not for the development of the country’s digital economy, but for the sale of tokens by intermediaries instead of investors buying securities from the issuer.
