The criteria and efficiency indicators of placing funds of the national wealth fund at the financial assets of legal entities, implementing sustainable infrastructure projects

National infrastructure is in extremely poor state. It is necessary to increase investments in infrastructure for the development of new quality economic growth. According to the World Bank estimates the total infrastructure costs should be less than 4-5% of GDP per year in Russia. By the quality of a number of facilities of the public infrastructure the Russian Federation maintains so low ranks in relation to its potential, economic growth and performance of the economy among the rest of the World. Irreversible processes of infrastructure destruction can lead to decrease in competitiveness of the national economy. Under current conditions it is necessary to mobilize domestic resources, which can be used to implement infrastructure projects. Taking into consideration the designated purposes, funds of the National Wealth Fund may have been the major source for implementation of long-term infrastructure projects. At this time the following issues are requiring a significant scientific-methodological developmental work: the rationale of mechanisms of placing funds of the NWF; the introducing of a mechanism for the review of projects to implement with funding of the NWF; the introducing of monitoring and controlling the implementing the infrastructure project; the change of approach to efficiency evaluation of sustainable infrastructure projects, implementing from funds of the NWF.
