The article is dedicated to the approaches to determination of effectiveness of the process of educational specialist's skill upgrading oriented to individual and professional development. The peculiarities of educational specialist's improvement of qualification as professional education of the particular type are specified in the article. The authors suppose that a teacher's professional activity is manifested in the change of motivational and notional spheres of personality, in transformation of operational and dynamic components of performance, and getting a specific product can be considered as one of the criteria of potency and effectiveness of the process of an educational specialist's skill upgrading.
