The article presents an analysis aimed at assessing the impact of financial instruments on the development of culture and projects and programs implemented in this area. In the context of economic uncertainty, when targeted budgetary sources are reduced, special attention is paid to the efficiency of using extra-budgetary resources. The importance of developing clear criteria for the effectiveness of financial sources is due to the need to ensure the maximum impact of cultural initiatives on society. The relevance of the proposed approach to assessing the effectiveness of financing cultural events based on a synthesized integral indicator allows taking into account many factors and criteria influencing the financing of cultural events. The use of the best-worst compromise (BWM) method to determine the weights of target indicators allows for an objective assessment of priorities and more balanced decisions in the field of financing culture. This approach allows taking into account the opinions of various stakeholders and improves the consistency of data and decisions. Analysis of the growth rates of various funding sources synthesized on the basis of the proposed method (subsidies, interbudgetary transfers, consolidated budget expenditures and extra-budgetary sources) makes it possible to track the dynamics of financing and identify shortcomings or opportunities in this area. The approach to the ratio of these indicators helps to control financial sustainability and prevent negative consequences, such as imbalances in the funding of various programs. Transparency of expenses and balanced development of the cultural sphere in the regions emphasize the need for reasonable distribution of resources and attention to less developed regions.
