Kuban-Black Sea regional police in the beginning of 1920's

The article analyzes the activities of the Kuban-Black Sea regional militia in the beginning of 1920s. Historical experience of the Soviet militia is essential and important for education of contemporary professional police staff in the Russian Federation. The Kuban-Black Sea Regional Office of the Workers’ and Peasants’ militia was established on the 10th of April, 1920 in Ekaterinodar. Its first Director was G.S. Idenbaum. The Regional Militia Office managed the work of militia within the region, handled complaints and appeals against militia actions, conducted political and cultural-educational work. Divisional, municipal, industrial, water, railway and investigative militias were under the jurisdiction of the Regional Militia Office. In august 1920 M.I. Kalinin, the Chairman of the All-Russian Central Executive Committee of the Russian Soviet Federative Socialist Republic (RSFSR) visited Kuban by the political agitation train “October Revolution”. He assigned the Kuban militiamen with the task to start active fight against the counter-revolutionary gangs. One of the main objectives of the Kuban-Black Sea regional militia in early 1920s was fighting against the White-Green troops. In 1924, due to the transformation of the Kuban-Black Sea Oblast (region) into the Kuban Okrug (district) the functions of the Kuban-Black Sea Regional Militia Office were delegated to the Kuban District Militia Office.
