Personal safety is one of the basic human needs. The need for security is present in all living organisms, not just humans. A person as a rational being can not only resist danger, but also analyze dangerous situations in order to prevent their occurrence in the future, as well as choose the method and means of the most effective confrontation with them. The culture of personal security is a set of norms, views and attitudes that characterize an individual's attitude to nature, personal, public and national security. The importance of culture in general in post - industrial society is exceptionally great. Culture is able to ensure the coordination of the interests of man and the technosphere, the instrument of such coordination is the culture of safety. The need for security is one of the basic needs of the individual. Currently, we can talk about the transition from a post - industrial society to a risk society. Modern man, as a rule, reacts to an event only after it happens, i.e. acts on the principle of "until the thunder breaks ...". This creates a special attitude to responsibility for the consequences of possible accidental events. The way of thinking of Russian citizens formed over a long period is such that a person is not ready to bear responsibility for the consequences of their actions and decisions. The culture of life safety is an integral part of the general culture that characterizes the level of training in the field of life safety and the conscious need to comply with the norms and rules of safe behavior.
