Culture of childhood from the perspective of information security: legislative regulation and everyday practices

The study discusses Russian cultural policy-making in terms of legislation, information security of the younger generation, and the influence of the media on children and adolescents’ enculturation. The paper describes the extent of elaboration on this issue in both Russian and international scientific discourse. The research examines the impacts on the enculturation of children and adolescents and identifies information-flow control mechanisms. The USSR and Russian processes of information control by the state and legislation are compared. The analysis of the state regulation of information flows in the context of historical experience and modern everyday practices of control over media content allows one to substantiate the relevance of the problem of information flows in the conceptual field of the culture of childhood. The author concludes that it is necessary to make a comprehensive state policy to restrict children’s access to information that can be harmful to their development. The legislative instruments introduced are the first step in creating a safe environment for children.
