The development of ideas about culture determines new and specific features depending on the goals of the study. The relationship between the concepts of culture and society is the best way to achieve the idea of the systemic nature of being. Sociology formulates culture as a life style, thinking, actions, value-normative worldview inherent in the existing society. In a global sense, the meaning of culture is reduced to civilization. In the Fundamentals of State Cultural Policy culture is a community of formal and informal institutions, phenomena and factors that influence the preservation, production, transmission and dissemination of ethical, aesthetic, intellectual, civic and other spiritual values. Scientific discussions are currently devoted to the relationship between the factor of culture and the effectiveness of institutional reforms. The current tasks of the state in the framework of cultural policy are the promotion of socially justified cultural institutions, support of public partnership, the formation of the value foundations of spiritual life, the protection of cultural heritage, as well as the organization of entrepreneurial activity. Concentration on the value-semantic parameters of the social order, which change attitudes towards culture and increase its importance for the development of society, makes it possible to prepare the basis for building up cultural capital in the country as a space for the dissemination of the best socio-cultural practices. The existing strategy of resource provision for the implementation of priority tasks in the social sphere orients the authorities towards the development of innovative forms of activity, including the involvement of representatives of the business community in solving existing socially significant problems.
