Culture of Authority in the Public Consciousness of Civil Servant

The article presents the authors' understanding of the culture of power in the problematic field of sociological knowledge as a component of organizational culture and determining the integrity, organization and consistency of the management system, reflecting the influence of the subjective on objective processes, which is manifested in the values, motives, attitudes and norms of the subject of management. The authors show that the study of ideas about the culture of power of civil servants will reveal not only the manifestations of the culture of power contained in the public consciousness of civil servants, but also, with their subsequent consideration, will serve as the basis for the development of programs that implement the process of reforming the country's government structure and the quality development of the civil service. The article bases on the following methods: author's questionnaire to identify the ideas of civil servants about the culture of power and the values ​​of professional activity in the administrative apparatus of a state body; the questionnaire «Propensity for the type of organizational culture» by D. Cole; questionnaire «Assessing the Strength of Organizational Culture» by R.F. Daft; methods of mathematical and statistical processing of research data. Based on the study, the authors identify three models that reflect the ideas of civil servants about the culture of power: power as domination and law, power as interaction, power as the personality of the manager. The paper shows that in the modern government body of Russia, represented by the Federal Agency for State Property Management (Rosimushchestvo), participative and bureaucratic organizational cultures dominate. The authors reveal high assessments of the strength of organizational culture in a government agency, reflecting the influence of the organization’s culture on its activities and on the behavior of employees. In conclusion, the prospect of the study is determined: the results of the study will be taken into account in the future when developing programs for the strategic development of a government agency.
