Cultural Policy of the Digital State

The article presents the results of the study of the processes involved in the formation of a digital state in the context of the digitalization of public administration and the implementation of state cultural policy. In the context of the rapid development of the information society, special attention is paid to the transformation of interactions between the state and citizens in the digital space, where the level of digital trust plays a key role. The digital state is considered not only as a set of technologies that simplify document management and administrative processes, but also as a cultural and value-based system that defines the framework of communication and identity. The article analyzes the impact of the digital environment on state cultural policy, as well as its role as a tool for supporting sovereignty and value unity within society. Particular attention is given to the phenomenon of the digital footprint and its role in strengthening trust and shaping the image of the citizen in the digital space. The risks associated with privacy and the control of personal data, which may reduce trust in the digital state, are also examined. The authors conclude that digital state development requires a balance between transparency, control, and protection of privacy, as well as the adaptation of state cultural policy to the conditions of the digital environment in order to create a unified value framework.
