The paper paid attention to the mission of multipurpose cultural centers, which is determined on-forming strategic objectives of accessibility in the formation and development of man in the living environment, in co-Torah is carried out all kinds of creative, educational, cultural, entertainment, social, cultural, recreational other public activities. It is noted that modern cultural institutions in the small cities of Russia carry out tasks of preservation and promoting of traditional cultures, association of people, creation of optimum conditions for mass, group, family and individual development of creative abilities, communication, rest, entertainments, of formation and satisfaction of spiritual needs and interests of residents. Identified multiple communication multipurpose cultural centers and their leaders, who always appear at the forefront of the relationship with the surrounding social environment, cultural process and artistic creativity, with the audience and the local population. It is concluded that the efficient management of multi-cultural center of social and cultural processes opens up new opportunities to attract additional resources such as scientific resource base material, an arsenal of methods and techniques of value-normative system, economic resource of organizational and human resources.
