Cultural planning as a modern approach to territorial development

The article is devoted to the description of the modern approach to planning the development of the territory cultural planning, based on the use of cultural and creative resources of a particular area, as a necessary condition for ensuring its economic growth, stimulating the socio cultural activity of the population. An idea is given about the main theoretical provisions of this approach and the existing foreign practices of cultural planning. The tools of cultural planning are analyzed, in particular the structure and content of the cultural plan, indicators for evaluating its effectiveness. This approach is based on a broad anthropological understanding of culture «as a way of life», as a sphere of cultural activity of citizens. Cultural planning does not imply any attempts to plan the development of the cultural sphere, it is the intention to create such a cultural environment that will allow art to actively and fruitfully develop. Cultural planning draws on all forms of art that can provide both economic benefit and pleasure and inspiration.
