There is a change of priorities of education in the conditions of modern society. Specificity of the new model consists of the necessity of the optimum integration of competence and culture- focused approaches to the definition of the base criterion of the estimation of education quality. Competences assume the possibility of actions in the wider spheres. They represent the integrated, complex result and purpose of the education. They all depend on the development of the general and professional culture that assumes culture- conformity of all kinds of competences and ways of their formation, application and development in practice. The research of formation and realization of model of the communicative competence of students was conducted in the system «pedagogical college - school of higher education» in 2006-2010 in the Altai Republic. Nowadays formation and development of the communicative competence of the future teachers are one of the central problems that demands formation and practical use of culture-focused approach.
