Cultural Attribution as a Basis for Planning a Regional Inclusive Cultural Project (Using the Example of the Kabardino-Balkarian Republic)

The aim of this study is to analyze, systematize, and evaluate unique methodological experience in creating calendar-thematic plans in the context of the Your Gift volunteer project, aimed at fostering the creative development of children with disabilities. Planning activities in this specific area of volunteerism represents a pressing methodological challenge at the intersection of cultural studies, special education, and psychology. The study aims to identify specific mechanisms for translating the guidelines of the current Russian Federation State Cultural Policy Strategy into real regional inclusive practices that take into account local specifics. The study's materials consisted of primary project documents—detailed action plans grouped according to the main areas of the state Strategy and filled with content relevant to the Kabardino-Balkarian Republic. The study's methodological framework combines theoretical analysis of scientific literature and regulatory documents with design and case study methods. The primary methodological innovation was the author's adaptation of the principle of cultural attribution, used here not as a tool for retrospective analysis, but as a basis for projective modeling of socio-cultural activities. The main stages of the study included: theoretical and analytical work to define a conceptual framework; a methodological and projective stage for developing and structuring plans based on an attributional approach; and a summary stage for assessing the effectiveness of the proposed methodology. As a result, optimal models of partnership between volunteer groups, government institutions, and cultural institutions were identified. It was established that the comprehensiveness and interrelationship of the planned activities create a synergistic correctional and pedagogical effect. It is substantiated that the complex nature and diversity of creative work forms determine the synergistic effect of correctional and pedagogical influence. According to the author, the experience of thematic planning of events using this methodology demonstrates that the projective nature of Russian state cultural policy presupposes the proactive nature of the practices that develop within the framework of its implementation. It is emphasized that scientific novelty is confirmed by the successful adaptation of the theoretical principle to solve applied design problems, and practical significance is confirmed by the development of a specific methodology that can be replicated taking into account the characteristics of other regions.
