This article provides an analysis of the main assumptions behind the process of modeling the development of cultural competence of teachers in the system of qualification improvement. The authors consider the content of professional activity of the teacher on the course of «Fundamentals of religious cultures and secular ethics» from the point of view of activity, competence-based and student-centered approaches. There is the author's model of developing cultural competence of teachers in the training system as the interconnection of methodological, technological, androgogical and praxiological, criteria evaluating components (modules).
