Quasi-clustering of industry as a necessity for the recovery and development of the economy of new regions of Russia

The article substantiates the use of the cluster approach as a strategic tool for the restoration and development of industry in the Donetsk People's Republic (DPR). The paper identifies four main scientific approaches to the definition of an «industrial cluster»: as a territorial concentration, an innovative structure, a tool for regional development and concentration of business, science and government. The author's definition of an «industrial quasi-cluster» is presented. The provisions of a modified cluster approach for post-conflict regions have been formed, focused on industrial growth, the creation of new industries and the development of strategically important sectors, which makes the process of economic recovery in new regions not only possible, but also effective and manageable.
