Kyrgyzstan during the Period of Creation of Revolutionary Committees (1918-1924)

The article examines the need to create revolutionary committees in Kyrgyzstan and issues related to the powers of the committees. Revolutionary committees were created as emergency organizations in Kyrgyzstan from 1918 to 1924. Of fundamental importance is Lenin's thesis that any revolution is worth something only if it can defend itself. An important role in this was played by emergency organs of state power — revolutionary committees, which performed the functions of the dictatorship of the proletariat in particularly difficult conditions. The Soviets as organs of workers' power, built on a broader democratic basis, were more in line with peacetime conditions. A more concentrated, prompt and flexible apparatus of state power was needed. Revolutionary committees were such combat organs. They were endowed with broad military and administrative-economic functions in emergency situations in the state. The rich experience of the military revolutionary committees during the overthrow of the bourgeois system was widely used by Bolshevik organizations in 1918‒1923 during the consolidation of the dictatorship of the proletariat in the regions. In Kyrgyzstan, the civil war took place mainly in 1918‒1920. In these conditions, the Soviets were required to promptly resolve military issues by organizing the country's defense. A centralized organization was urgently needed to suppress the resistance of the exploiting classes and to establish a socialist economy. Thus, the last revolutionary committee was created during the formation of the Kara-Kyrgyz Autonomous Region. However, its rights were very different from the rights of the revolutionary committees created before it and had broader powers. The international situation of that time, the civil war, the victory of the October Revolution and the need to create revolutionary committees for the transfer of power to the Soviets. The revolutionary committee, having created state institutions, carried out the administrative-territorial division of the region, elections to the Soviets of all levels and thereby preparing all the conditions for the transfer of power to the Executive Committee of the Soviets (Regional Executive Committee) of the KKAO elected at the Founding Congress of Soviets of the KKAO — the highest body of state power and administration in the period between congresses of Soviets.
