Latent networks in public policy

The actors’ operation in public decision-making is largely determined by the formal rules and regulations, as well as by a set of informal instruments that encourage the «gray» (latent) zones creation. The result is a network, having as key components both public and non-public structures, which may also have a network structure. The article considers some aspects of the latent networks in the public space, as well as questions of interpretation of public and non-public networks participating in the development of policy-making.
