In this article, the author examines the period of the origin of the ideas of liberalism in the Russian Empire in the first decades of the 19th century, the main ideologue of which was Alexander I. The special attention was paid to the domestic policy of the Russian Tsar in the pre-war period, and also partially after the war of 1812. Despite the fact, That the emperor himself, from the time he entered the throne, adhered to the dream of granting a constitution to the country and to realize the rule of free-thinking in society, nothing came of it. This was due, above all, to the factor of the presence of war and to the existence of a huge opposition in the form of the nobility, which, of course, acted, as before, for the dominance of archaic, conservative ideas in the state.
