Licensing in the Russian Federation: concept and goals

The article defines the concept of licensing on a legislative and theoretical basis, and specifies the goals of this institute. The author comes to the conclusion that licensing is a restrictive barrier to the implementation of activities that pose a particular danger to society or require special knowledge. Domestic scientists highlight an essential element of publicity in this procedure. For this reason, licensing can be judged as a significant restriction of entrepreneurship, or as an element of legitimation of entrepreneurial activity, which allows obtaining a special status for the security of society and the state.
