Personal subsidiary farming on field plots: conflicts of legal regulation

The article deals with legal conflicts of the norms of the Land Code of the Russian Federation governing the provision of field land plots for personal subsidiary plots without bidding. The conditions and possibilities of using gaps in the legislation by unscrupulous persons and authorized bodies in order to circumvent the general rule on granting state or municipal land plots to the property exclusively at auction are identified. According to the author, the identified problems can be solved by introducing an addition to the rule of law on the lease term for such plots.
