The personality professional examination is considered as a comprehensive assessment of the expert knowledge and competencies of civil servants. The article presents a model of the expert knowledge and competencies, describes the principle organizational and substantial mechanisms of the examination and the assessment, as well as methods allowing to evaluate the potential of the civil service system managers.
