Personal qualities of police officers in the system of HR policy

The paper analyzes the issues of improving the HR policy in the sphere of police officers' professional and moral qualities development. Based on the undertaken study the author expands and supplements the conceptual apparatus of the personnel management in the Ministry of Internal Affairs, defines the specific goals, objectives and functions of the HR policy in the personnel management system from the perspective of the strategic approach. The factors that influence the efficiency of personnel professional and moral qualities development are summarized.
