Leadership as an indicator of the resilience of state management of socio-economic development

The article is devoted to the discovery of the mutual relationship between leadership and public administration of socio-economic development. It is proved that leadership is a characteristic of the resilience of public administration. The purpose of the study is realized by performing a number of tasks. The article provides an assessment of the most important theories of leadership in management. The author ranks among such theories: the systemic theory of leadership, the theory of personal qualities, the theory of social identity, the concept of situational leadership, transactional and psychodynamic approaches in relation to public management of socio-economic development. The article develops recommendations on the formation of leadership qualities in public administration of socio-economic development, taking into account the requirements of leadership theories. These recommendations can be used in the development of managerial competencies at various skill levels. Increased attention is focused on the fact that the sphere of state management of socio-economic development, being a manifestation of state power, should meet the expectations of Russian households in daily, force majeure or emergency situations. It is proved that the formation of competencies of leaders of public administration of socio-economic development should be based on democratic principles and methodological recommendations that contribute to the effectiveness of a civil servant as a manager. At the same time, the author shares the paradigm according to which management is a management activity that maximizes the effectiveness of the result. The research uses methods of scientific abstraction, hypotheses, comparative and system analysis. The author is close to the thesis of this theory, according to which leadership as the main function of a group requires study in the context of the goals and objectives of the group. The popularity of the behavioral approach in the theory of economic development and leadership causes discussions among experts, teachers, graduate students and students of higher education, and the scientific community. A detailed study of all aspects of leadership makes it possible to formulate a behavioral approach to leadership. This approach suggests that the effectiveness of management is not determined by the personal qualities of the leader. The effectiveness of management depends on the behavior of the leader with a team of like-minded people. It can be considered the result of the study to substantiate the author’s methodological prerequisites for state management of socio-economic development. The author proves that leadership confirms the resilience of public administration as the most important criterion for the effectiveness and sustainability of public administration in Russia.
