Leaders of public opinion in the processes of consolidation civil society and public administration

The paper proceedы from the fact that the public representatives within the framework of the functioning of the public chamber are called upon to consolidate civil society, can more effectively build public relations with authorities, compared with official institutions. The authors pay a special attention to the creation of positive digital content that will maximize the consolidation of civil society, to the need for real measures of information support for both the public sector of the Belgorod Region and the initiatives of public opinion leaders. The paper presents some results of sociological studies conducted in the region and aimed at assessing the readiness of citizens to participate in the activities of the public sector and interact with public opinion leaders.
