The article considers the restriction of the right to vote of clergy and mullahs and the implicit influence of a new political regime on religion in East Kazakhstan Oblast in the 1920s. The Soviet power strived to limit religious prejudice and remove religious traditions from government activities. The policy of the Soviet state against non-proletariat led to the creation of the category of “disenfranchised” and was one of the repressive measures against religion and mosques. A new form of social classification of the population caused disorder in the systems of society and family.
