Small business as the factor of tourist destination development in a depressed region (the Ivanovo region is an example)

Hospitality and tourism industry is subject to significant changes in the current geoeconomic and geopolitical realities. Tourism and hotel business are multisectoral and possess closely factorial relationship with almost all spheres of life. This factor makes it possible to use this business area as the most intensive instrument of social and economic develop- ment. Small and medium entrepreneurship in the Russian Federation is one of the main priorities of the authorities at all levels in questions of socio-economic development of territories. It will form «healthy» competitive environment, ensure maximum employment and increase index of Gross Regional Product. Also small business will contribute to the growth of real incomes of the population, improvement of the life quality and increase in the revenue part of local and regional budgets. In this context, the issue is most relevant for the problem areas, which are called depressed regions, and particularly it comes to Ivanovo region. The development of tourism within the territory of depressed region could have not only economic benefits, but also it will stimulate additional influx of tourists. It provides recognizability and attractiveness of the territory as well as creates new workplaces in the sphere of small business, which in its turn generates a multiplier effect in all spheres of economy and social life of the region. Small business will provide optimization of the production systems size, adapta- tion processes of existing enterprises in the sphere of tourism in the region to the changing market conditions. It will appear as a strategic factor for increase of tourist destination competitiveness in the region due to touristic and recre- ational potential, socio-economic, political and other factors.
