Small and medium business: support for territorial resility in conditions of shock impacts

The article is devoted to the study of support by small and medium-sized businesses of an acceptable level of resilience of territories in the context of considering the features of this process under conditions of shock effects. A scheme of shock effects on territorial socio-economic systems (hereinafter referred to as TSES) and a hypothetical response to them has been constructed. The monthly dynamics of the development of small and medium-sized businesses (hereinafter SMEs) of the Republic of Bashkortostan in 2021 and 2022 was studied in comparison with indicators of the socio-economic development of the Republic of Belarus and the consequences of sanctions pressure were identified. It is concluded that the rate of adaptation of the economy of the Republic of Belarus to sanctions depends on the successful functioning of SMEs, which provide about 40% of the turnover and the total number of employees. A set of recommendations on state support of SMEs of the Republic of Belarus under sanctions pressure in order to maintain a sufficient level of resilience of the republic is presented.
