Masterplan as an unnamed urban planning tool

The author examines the process of forming legal mechanisms of urban planning and territorial development. Analyzes the place of the master plan in the system of modern legislation on urban development activities of the Russian Federation. Comes to the conclusion that it is impossible to answer this question unambiguously, since the current structure of documents on territorial planning is a complex and confusing system. Makes a proposal to legislatively enshrine the concept of «master plan», which will contribute to the creation of more favorable conditions for the implementation of spatial development programs.
