The purpose of the work is to study the views of one of the first soviet specialists in administrative law - Matvey Dmitrievich Zagryatskov (1873- 1957). The main attention is focused on his position on the acceptability of the integration of the institution of administrative justice into the Soviet state-legal system. At the same time, the scientist clearly sought to create a broad model of Soviet administrative justice. He saw the implementation of this institution not only in the form of administrative proceedings. Views of M. D. Zagryatskov vividly show how the institution of administrative justice was perceived at the first stage of the formation of the Soviet state. A number of theorists of the period of the 1920s unsuccessfully hoped to introduce elements of administrative proceedings into the judicial system, for which they were subjected to appropriate criticism. M. D. Zagryatskov, being a theoretical lawyer formed during the imperial period, also could not escape attacks, and therefore his scientific works were soon forgotten.
