The article analyses the background and the main stages in the development of medical and expert regulation of recruitment before the beginning of the XIX century. The author reviews the Nominal decree of Peter: "On the invalidity of deeds issued in drunkeness" and Military Regulations of Peter I, calling them one of the first laws affecting the problem of determining the order of the necessary regulatory examination of living persons; that further regulatory solidified in the "Highly approved guidance, serving as a guide to doctors at the recruitment; with the application of relationship of the Minister of Internal Affairs to the headsоf guberniyas” of Alexander I.
